The Malaysian Cross-Border Payments Industry: Opportunities in a Rapidly Evolving Landscape
Introduction
Malaysia’s remittance sector is at an important turning point. As one of Southeast Asia’s key economies and a destination for millions of migrant workers, the country is rapidly transitioning into a digital-first market for cross-border payments. For those of us involved in building this ecosystem, the changes are visible on the ground every day.
At the time of writing, I’m in Kuala Lumpur meeting partners, interviewing candidates, and exploring office locations as we expand TerraPay’s footprint in Malaysia. This is not a market we’re observing from afar. We’re actively investing in its future.
Understanding the Market
Malaysia is among the region’s largest senders of remittances, with outbound flows exceeding USD 10 billion annually, according to World Bank data. These flows are largely driven by the country’s foreign workforce, including communities from Indonesia, Nepal, Bangladesh, India, and the Philippines.
Inbound remittances are growing as well, as more Malaysians move overseas. With both inward and outward flows growing, Malaysia is uniquely positioned as both a sending and receiving hub in the global remittance landscape.
What’s Driving the Change

The pandemic accelerated Malaysia’s adoption of digital payments. Customers are moving away from cash-based agents and shifting to mobile wallets and digital apps that offer convenience, speed, and better rates. - Supportive Regulation
Bank Negara Malaysia has laid a clear vision for a more inclusive and digital financial system. Licensed Money Services Businesses are being encouraged to digitize, improve compliance processes, and integrate with broader payment infrastructure. - Gaps in Financial Inclusion
Despite increased access to digital tools, many migrant workers remain excluded due to lack of documentation, language barriers, or limited understanding of financial services. Addressing this gap is both a challenge and a real opportunity for impact. - Stronger Regional Connectivity
Malaysia is playing an active role in ASEAN’s push toward cross-border payment integration. The future points toward faster, cheaper, and more secure transactions across regional markets.
